...open your /emule/config/preferences.ini file in an editor...and search for: CompressLevel=x

X stands for the value of outogoing data connection....with your high Upload, the CPU must work too much to compress such as data...

set it to 1...

but it's not there.
Isere one more line:

and restart the MOD.

you will have to add it manually to the emule secion of your preferences file. the emule section is indicated with [emule] and goes to the next line like this "[SOMETHING]".

I added at the end of file preferences.ini:

[CompressLevel]
CompressLevel=1

This way is correct?

not at all. just go to [emule] and add "CompressLevel=1" without "" after that line. -.- i told you, in the emule section indicated by [emule] and not CompressLevel section indicated by [CompressLevel]. please read more careful!
